I heard from a very reliable source, that we are going to have a financial crash very soon. That's why these foreign currencies need to be exchanged for silver and gold. Buck63, you can take your dong to the bank and exchange it there, it is a legal currency and most banks will exchange it, look on google to see what the current exchange rate is, you won't get much for it.
