They are trying to increase output throughout the region. This is part of HCL moving forward. Barzani says they need to finish HCL and make it permanent. Shatri has recently asserted with Syria that he has control of the armed factions in Iraq and that he will not allow them to enter Syria after the Syrian regime change.

When they pass these laws it is going to be far cheaper to the country of Iraq than they would be if they were today.
